I am a resident of Victoria and writing to you in regard to the 2022 update to the National Construction Code (NCC).

I am writing to convey my gratitude for Victoria’s leadership in voicing support for the increase of NatHERS minimum standards for homes from 6 to 7-stars.

I would like to draw your attention to the Climate Council’s latest report on home energy efficiency: Tents to castles: building energy efficient, cost-savings Aussie homes. The report demonstrates that there are numerous co-benefits of higher minimum standards including better comfort, lower emissions and cheaper bills for residents in any part of Australia.

Specific to Victoria, the report found that:
- All-electric 7-star homes in Melbourne will save residents $407 per year in heating and cooling bills over a 6-star home.
- Enforcing the 7-star update by the end of 2022 will save Victoria 2,820,003 tonnes in emissions by 2030, equivalent to a 14 percent reduction of residential emissions.

Australian energy efficiency standards and performance are well below that of our international peers. This contributes to us having some of the highest energy bills in the world, and a mortality rate from cold living environments twice the rate of much-colder Sweden. We deserve better from our homes and need the government’s help to get there.

As a resident of Victoria, I feel strongly that there is no time to waste in improving minimum standards. I am glad to see Minister D’Ambrosio’s support of this update, and ask that you continue to show strength on this issue. In particular, it is important to me that the new standards begin to be implemented in the Victoria this year, as suggested.

With people spending more time at home than ever before, and experiencing the strain of high energy bills, now is a great time for state governments to announce further steps to improve homes for residents.
